    Technically you are wrong - ONLY the king makes laws in UK. Nothing passed by Parliament is law until it is given the Royal Assent. In reality, of course, you are correct.

    The European Parliament does not make laws! It has no legislative powers, whatsoever. It merely endorses laws enacted by the European Commission. The parliament can recommend, but they can be (and often are) ignored

    As you say my post does not really help to address the actual problem posed by the thread - just a bit of fond nostalgia. When I was building systems 'for real' the security plan was always in the system specification long before any detailed design let alone coding took place.

    I am an enthusiastic user of RegEx in Access, but in this particular case I'd use another tool to edit/transform the data first, such as PowerGrep where you can keep playing with the data until you get it right.

    Your description of what needs doing and how is spot on, however, I truly disagree with your description of Access security. It was simple and easy to use if you started with a proper usage/access plan and it worked well.
