Whenevery I try to add a new printer, this message pops up "This operation could not be completed. The print spooler service is not running"

Any suggestions on how to run it/fix this issue please.

Go to Start > Run and type services.msc then scroll down to Print Spooler right click and go to properties and set startup to automatic. Job done :p
