Anybody ever came across a good book that would help me build a forum
i've got website building skills but not much programming skills (basics)

Why would you want to build one just to do it? There are many out there now for free to use.
If you look there should A LOT...google; cms, forums, php forums, or whatever.
Free ones I know of off the top of my head are Nuke and Mambo, but there are at least 20+ types that are free.
Now if you want to spend money you could get a Vbulletin forum like the ones here. Its the best, I use it on other sites.
But if you wanted to acutually build your own well then I am not sure.

Then, until you have VERY good programming skills, don't go there. Do as Jakboi suggests and get an existing one.

I would recommend checking out http://www.opensourcecms.com/ to demo some open source forums, or even try a CMS (Content Management System).
