When I open excel from the Windows menu I see that the Personal.xls is there like it should be. But if I save a workbook or open one from double clicking it's excel icon the Personal.xls is not there.

I am stumped?

Is it in the folder XLStart ?

Q1 - It's there
Q2 - I am looking in the VBA Projects window and see it under senario #1, but do not see it under senario #2.

There were a few other things (as I found out) that were strange as well.
So in Excel I went to the "Help" menu and found "Detect & Repair" which seemed to do the trick after running it and restarting my computer.

Haven't attempted it yet as it is part of a bigger project and I have been working on some of the other parts.

It goes pretty slow when you're learning while you're earning :)

But, I when I get there I'll give an update.
