Why would the 'Workgroup Admin' option not appear in Tools->Security?

Hum, I'll give it a look. Is it different in newer versions? I have 2003 and can't seem to find the system.mdw or a stand alone work group admin exe - ?! I haven't used Access security in a while.

system.mdw is normally in

c:\windows\system32

it may be embedded in Access2003 - I know, if I join a workgroup in A97, then use Acess2003, it seems to make the active workgroup in A97 revert to system, when I reuse A97.
