I tried setting my startup property to point to my form in my program. When I saved it than went back into my program it defaults back to the initial startup, not the startup I pointed to.

Do you have a macro titled Autoexec? If so, this might be pointing you toward the wrong form. Otherwise, look at the startup again, if you put the form in the Startup property, it should open to that.....
