I have searched for the Access 2003 runtime, but I didnt find even from the download center of Microsoft.
The one I got are either Access 2007 runtime or Access 2000 runtime, there is no one for the 2003.

Can anyone send me a link to download that runtime for the Access 2003?

You have to buy the Access 2003 Developer Extensions to get the 2003 runtime. You will probably need to find it via Ebay or something as I do not believe you can purchase that version anymore.
