Only if you convert the front end to VB or another Developer language.

Access is a database program with developer functionality, because of this it requires outside help in order to run (Run time version of Access at the minimum). You can however distribute the Run Time version of Access with you Database (you must have MS Access Developer Tools) so that none Access users can still use the Access Program you have designed.
