Hello,

Is there a way to stop this row of labels from showing up for every single record in a group? I grouped by Program Year and then by Business Name, and that's all fine except the labels are repeating for every record.

Move your labels to the Program Year Header.

Or to the Page header if you just want them once per page.

IINM, you would put that label in Group Header section, rather than Detail section. You can enable this (which isn't shown by default) by right-clicking on the gray bar separating the detail section from form header/footer and selecting to show group header/footer.
