I tried to set up security earlier with access. The Encode/Decode database function. This was supposed to only be for one database. However, after the setup was completed, I saw the login screen as expected but it refused my valid login details.
After a few tries i gave up and decided i want to work on the unsecured backup but even that was password protected. That is not all. every single database is password protected. I cannot even start a new database its that bad!
This happened with Access 2007
Any suggestions?

User level Security is support in Access 2007 if you use a JET4 database (.mdb)
With an JET4/MDB you are actually always user the built in security. With a new install of Access, it installed the default system.mdw that is used with all databases unless you join to a different work group (.mdw) or specify one on the command line.
It sounds like you either modified the default system.mdw or set up a new one and joined to it as the default workgroup file when access starts
