Under Tools/Database Utilities you should see "Make MDE File..." but it helps to open a module in design mode first and select Debug/Compile and Save All Modules befere attempting to make an mde file. This will point out any library or reference or syntax problems that will have to be corrected before you can make an mde.

If your talking about creating a distribution package with a setup and cab files you will have to purchase the Office/Access Developer Edition/Toolkit to do this.
