Margins keep resetting (1 Viewer)

I am working with a report and every once in a while the margins reset themselves to 1" all around. I need .5" margins because of the width of the report. I have set the margins in File >> Page Setup, and I have saved it this way. After saving I can open it back up in design view and verify that the margins are correctly set, but somewhere along the way, something is resetting them to the 1" defaults.

What is causing this to happen and how can I prevent it?
