Modal dialog (1 Viewer)

My system is running on a university wireless network and opened with a shortcut that has "windows minimised". the login form opens normally, without the access background. When certain users log in a modal dialog is supposed to open. This does not happen until I click on the "Access" logo.
Instead of having a clean screen, I now have the access background with my forms on it.
Is there a way to open the modal dialog without the access background?

When the application background is hidden, all forms need to be popups so they appear independently of the Access application.
If you then only open one form at a time, modal isn't normally necessary though it shouldn't be an issue

As for clicking on the taskbar icon restoring the application interface, there is an API solution.
