How do I reformat a new hard disc with the back up disc that I created when I bought another computer. I am running windows 7 home and office. How do I get to the bios menu on a dell latitude lap top?

I can't find my windows 7 cd. Is there anything that I can do. Is there anywhere that I can find a download of it. I made a cope from my lap top when it was new, but I don't guess that will work?
