I do something very similar...I have a timer looking at 2 .txt files on the server. If one .txt exists it opens a form on the front end telling the user the database will be shutting down in XX minutes. If the second .txt exists it boots everybody out. It might be a little rough but it works...
I found this awhile back and can't remember where. Thanks to whoever if it was posted in this forum.
The .zip contains to files. The .txt is the module and the image is how I shows how I call it from my AUTOEXEC macro. It works really well for us.

I also came from the PalmOS but I really like WM. Here's how to fix your task manager issue:
Start>>Settings>>System Tab>>Task Manager>>Button Tab>>Select "End programs by tapping "X"
