I found ERD like that :- I want to understand , what exactly he mean by staff members table ?!

I'm not understanding what suppose that's mean :confused: if there anyone want to make project and he the only owner for that project , so why he need to use this template (Time and Billing) :confused: I think he can control on the time by himself , and he can also hire the employees he thinks...
