So Dicky, at the risk of beating this dead horse, was it in fact a VPN running in the background that you were unaware of? If so, what was the name of the process and HOW did it get started without your knowing about it?

Had the same issue, turned out that the PC in question was running a VPN (wireguard). As soon as I disabled it, everything worked as before
