Sounds like you've solved your own problem, but if you also want to avoid the configuration message when switching between different versions of Access, you can get SageKey StartAccess which protects the registry (different versions of Access all share the same registry key).
Seems like you would need a different data structure so that you could have a one to many relationship between "year" and "semester". If you already have that, it should be simple enough to group by year and then by semester . . . If you don't, and you don't want to change your data structure...
