The Layout/Remove is always greyed out and using the handle at the top left corner does not always works. To me the best solution is to delete the labels, make new ones and ignore the error .

ok I got the units settings settled, it was in control panel / region and somehow it was set to metric. I switched to inches and now all units in Access are inches. I will give a try to the windows theme, I just want the background color of the form to be different like the picture I attached
