    Do what you want with personal databases - comment/don't comment. However, if you are even pretending to do things professionally then updating the documentation (comments, journals, release documentation) is something you'd WANT to do as part of the release process!

    The problem with privatization is the same as with outsourcing. You are eating your seed corn for short term gain. Privatization for resources which are required for the function of government seem to me to be something that should never be outsourced -eg, armed forces (especially pay)...
