Well, the media and the majority of medical experts including those on infectious disease.

Of course it's better to not be in a crowd at all. The masks I think are more useful during tasks like grocery shopping and going to appointments where the close proximity won't be in the dozens at once. That's why they recommend not just masks, but social distancing and smaller groups.
