Custom database right click menu (1 Viewer)

I am hoping that you know how to create a custom right click menu that will be in every form and report. I need it because I dont want users to be able to enter design view, and in current database setting i saw that there is a drop menu for right click menu options but is empty. I need basic stuff in it, cut, copy, paste, print, print settings, all that you would see in a right click menu without privacy settings on (no editing options). Is it possible to do it from the current database settings so that it automatically affects whole database?
