3 Weeks Query

WHERE (((TRevisionDetail.Phase1DeployReforecast)>=Format(#16/11/2011#,"dd/mm/yyyy") And (TRevisionDetail.Phase1DeployReforecast)<=Format(#28/12/2011#,"dd/mm/yyyy"))) OR (((TRevisionDetail.Phase1Deploy)>=Format(#16/11/2011#,"dd/mm/yyyy") And (TRevisionDetail.Phase1Deploy)<=Format(#28/12/2011#,"dd/mm/yyyy")))ORDER BY TOffice.OfficeName;

Above is my WHERE clause in my query essentially getting all Revisons who deployment or reforecast deployment is between today and 3 weeks time (21 days). The results are coming back through as empty. When I try this for 1 week, 2 weeks, 4 weeks, 5 weeks and 6 weeks I get the correct reults, but 3 weeks gives me no revisions in the result set. I thought I should get back Bury, Manchester CDO, and Salford from these results for a query between today and 3 weeks time as I do for 4 - 6 weeks. I hope this makes sense.
