3033 Error

Hi there, I've had a search around but can't find an adequate solution to this problem. I've set up a workgroup but when in users account it is not possible to update or create a query using the db.querydefs or db.createquerydef code. The message is as follows:

Run-Time Error 3033; You do not have the necessary permissions to use the MSys Tables object. Have your system administrator or the person who created this object establish the appropriate permissions for you

I have attempted to grant permissions to the users group but it makes no difference. Is this maybe an error particular to Access 2002?
