access 2002 runtime hangs on close

I have an application developped in access 2002 consisting of a mde front end, and mdb backend, and deployed with the access 2002 runtime.

I have recently discovered an issue where when closing the program, the database closes but the runtime will continue to flicker. this flickering prevents the user pressing ctrl alt del to kill the process and the only way out if to hard reboot the pc.

Any ideas?
