Access 2003 run time permissions issue

Hi,

I have got an access DB which I modified in Access 2003 (Office professional edition). I would like to deploy the interface (.mde) file. The database (which contains tables) has been left untouched.

Some of the users (using access 2003 runtime ) are having issues opening the .mde file. The error message:
"You do not have the necessary permissions to use the 'C:\...mde' object. Have your system administrator or the person who created this object establish the appropriate permissions for you."

Before I modified the .mde file all users were able to connect to mdb file (database) without any issues. Seems like the work I have done on the new .mde file is not allowing some of the users to open this .mde file.

Problem is that I cannot access the security option with runtime. I cannot run "wrkgadm.exe" either. So I think I am stuck in the middle here.

I would love to hear your suggestions.
