Activate Dialer and Text to Speech

I'd like to know whether it is possible to achieve the following:

Have a form that periodically checks for certain condition in a table, when the condition is satisfied, the application automatically dials Sales colleague's telephone number, once the colleague picks up the phone, Access application will begin to 'talk' using Microsoft's Text to Speech by reading the information from the database table.
