ActiveX Control Error

When attemping to insert the 'Microsoft Common Dialog Control' I receive the below error

"You don't have the licence to use the required ActiveX control"

I did a search on Google and come across various posts and an article by Microsoft itself you suggest downloading Odelic.exe file. I tried to do this but a pop-up appears asking me to type in the file path name I have no idea what this should be!

Does anybody know how to resolve this?

Have you read the 'read-me' file that comes in the .exe package? if not, more than likely the question can be answered by reading that. Sometimes those files are instructions. how about method 2 to fix the problem?
