Add Notes to Label or Text box

I would like to add a pop up Note to either a text box or its label, like you can do in Excel.

Does anyone know if this type of functionality exits.

Check out the ControlTipText property of various controls. In design view, find it on the 'Other' tab of the control's property sheet.
