It can. You can use a Timer event or use the Task Scheduler.

You need to have the database open and running 24/7 for the timer event to work. I don't use this method. I use the Task Scheduler. And because sometimes bad things happen to good people, I have the app log the event so I can see whether or not it actually ran. You can schedule a different task to run once a day to check for a log entry and if the entry is missing, email you with an error notice if you don't want to have to check the log yourself.
