Break continuous forms into two parts

I have a Form with the property default view set to continuous forms.
Due to the fact that at this form lots of rows (over 200) are displayed,
user has to scroll down and down to get to the last empty row, if he/she wants to add a new record.
So I'm wondering if there's a way to break the detail part of the form into two subdetail parts, one of which will hold the continuous forms along with a scroller and at the second one just below the first one to hold only the last empty row.
I hope I made myself clear enough.

PS to admins: Since the tab control of access is problematic when it comes to altering its color, I've designed a very practical tab strip with that property based on lebans idea.
Since I received much help from this forum I'd like to share it with you.
