Can't find a wizard. (1 Viewer)

MS Access 9 SR1
Problem:
1. When I try to use a wizard from the Access menu like” Linked Table Manager”, I get the error:
”Microsoft Access can’t find the wizard. Or there is a syntax error in the Declarations section of a Visual Basic Module.”
2. When I try to use a wizard on the .mdb such as “Create table by using wizard” I get 2 errors.
a. “The Microsoft Jet database engine stopped the process because you and another user are attempting to change the sam
b. data at the same time”
c. “This feature isn’t installed.”
These messages are on a database that has only been created. No objects created. Empty. It occurs on all databases. The wizards are installed.

System:
Win ME
AMD X1600
Things I have tried:
1. Deleting and reinstalling office. Run All From Machine.
2. Deleting Office and installing Access only.
3. Repairing office.
4. Replacing mde’s from CD.
5. renaming 3 mde’s and repairing
6. Formatting Hard Drive
a. Install ME
b. Reinstall Office as only installation. Run all from machine.
7. Formatting Hard Drive
a. Install Win XP
b. Install Office only. Run all from machine.
8. SP 2
9. Formatting Hard Drive
