Collect Data Automatically

I am currently working on a database where an administrative associate will need to send a report or form from the database to a field technician for update. The technician will need to update the report for each piece of equipment he or she has on a truck and then send the information back to the administrative associate. When the administrative associate receives the report or form back from the technician he will need to update the database. I would like to make this process as automated as possible, but am not sure how to go about it.

I have a table that shows all the trucks that need to have parts updated.
The database will need to send each technician the form / report for the parts list for his truck only. I would like the administrative associate to be able to simply click a button that will generate a separate e-mail for each truck listed. Then when the technician returns the report, I would like the administrative associate to be able to click another button that will automatically pull the attachment from the e-mail and update the information in the table (please note, the technician will not be adding parts to the list, he will only be reporting how many of each part he has on his truck). Is there any way to accomplish this?
