Concerning prices: hourly rate / one-time amount

I'm asked to do a specific task, a database concerning of:

Tables: 25
Forms: 25
Reports: 40-45

Build from ground up, multi-user, accounts, account-restrictions, has to be linked to an already existing database, will need a fair amount of VBA coding.

I would like to know specifically two things:
--> what is your common hourly rate
--> what would your common total-price-estimate for a project like this.
 
I'm by no means a pro, I'm an IT Technician turned office guy who deals with all the databases. In my job for making and maintaining I earn £10 p/h but if I were to do it freelance I would probably charge a one off fee, try work out how long you'd spend on each form and report, add up a time estimate, work out a cost her hour in your head then add abit extra on.

Or, go by what they'll offer you.

Once, I was offered just under £2,000 for something consisting of 5 tables and 3 forms. Also, 2 reports.

Easy money, the only reason I didn't accept it at the time was because I was having problems with multi-user databases at the time. A more experienced company tried doing it, boasting that it was easy and failed.
