Configuring Access2000 Runtime

Each time I open an mdb in Access 2000 Runtime I'm receiving the following message:

Please wait while Windows configures Microsoft Access 2000 SR-1 Runtime.

The process takes a couple of minutes and then the application opens and performs normally.

Is there any way to prevent Windows from having to run this configure everytime when using runtime?
