Control tip Text font and timing

Does anyone know how to change the font size on control tip text? Also, how to shorten the time it takes to appear when the curser hovers over the field?

ToolTip text font is a Windows setting that would apply to all applications.

The time they take to appear is pretty random and sometimes they won't show at all.

To make them more reliable, ToolTips can implemented using tiny forms or changing the visibility on textboxes in response to the mouse. It is a lot of work though.
