Create a NBA type lottery form

I know this may sound weird. I am trying to generate a lottery type system. Basically in the NBA, the last place team gets 250 lottery balls put in, second to last gets 199 balls, and so on. I am in a fantasy football league and we are trying to design something similar for the end of the season rankings. Based off these rankings, we want to do a lottery on who gets 1st pick next year, then the second with the 1st choices team out of the equation and so on until picks 1-10 are selected. Is there some way to generate this in access? I would want to enter the rankings in a form from 1 - 10.

Then I would want a report to randomly select the order for next year's draft. Basically give 10th place 250 chances, 9th 199 chances, 8th 156, 7th 119, 6th 88, 5th 63, 4th 43, 3rd 28, 2nd 17, 1st 11.

I would probably make a table with 1st to last place seats, then add From and To ranges for the picks...

Place/FromRange/ToRange
10/0/250
9/250/449
8/449/615
etc...

Then do a select on that table for the team that gets the pick.
Select Place, from, to from yourtable where rnd * 615 between fromRange to toRange

The 615 in this query is offcourse dependant on what is the total number of "lots" there is to be distributed...
