Create Sign-In Sheet in Access

I need to create a sign-in sheet for a class. I have a report set up and have a signature block along with the pre-printed name and registration number for each known attendee. However, I need to fill out the remainder of the page with blank lines for people who did not pre-register. For example, if I have only 12 people pre-registered, I need to have 8 more blank lines which can be filled in by hand for a total of 20 lines per page. It would also be nice for all of the lines to have a line number.

I am very adept at using the report designer tools, but am weak at writing code. Can anyone help me?
