I've done some reading but must have not stumbled across the answer yet and figured I'd post it here for some of you version-knowledgeable development platform folks!
(Ever since the end of BIDS 2008, I've gotten hopelessly lost on precise combinations of products and install options between VS, optional VS add-ins, Data Tools, and SQL Server! And usually just let my DBA recommend an install package. Lazy I guess!)

Can you use Visual Studio Community 2019 to create Integration Services solutions?

I guess thinking more about it I may have mentally answered my own question. Or, realized I asked the question wrong.
Given SSDT is free, and VS Community provides the VS shell, then a combination of the two should allow fully fledged SSIS development.
