Question Creating a .DAT file

I have a program that I currently have linked to an access table. The only thing is that this program requires that you close it down and re-open it when the access table is updated. I called the vendor and they said in order to stop from closing the app down I need to create a "~" delimited .DAT file. So my question is how do I create this type of file in access? I want to export this file type everytime the table is updated so I do not have to close the app down everytime to refresh the data.

DAT files can be anything. It could be a text (data) file. What do you use this DAT file for?

It sounds like it could be just a text file with a .DAT extension and the fields delimited with a tilde "~".
