DB problem

Hi all.
I am trying to figure out the construction of country demographic presentation.
We got municipalities with circles,circles have one or more cities,cities have bashkia and comunes,comunes have villages as smallest part.
I have to chose in my form circles and then from active cities to chose bashkia or comunes and at the end villages.
I build a db which picture I am attaching.
Anyway not working.
Help pls.

The hierarchy you described is the relationship tree you need to create:

municipalities 1---Many circles 1---Many cities 1---Many bashkia and comunes 1---Many villages

By selecting a village you are implicitly selecting the bashkia/commune it's in and also the city the bashkia/commune is in and also the circle the city is in and finally the municipality the circle is in

I'm not sure what the purpose of the CityVillagesAll table is. It seems to fly in the face of that heirarchy by lumping them all together as equals.
