DB program in small screen

I made an Access DB program in my PC. I have 17 inches monitor and so I designed everything to fit in that screen. When it was deployed in the user's computer, it did not fit in his screen as he has only 14 inches monitor. The command buttons and other things were not visible and were out of view of the screen. I changed the screen resolution but it made the fonts look much smaller. I have used 12 pt fonts in my Prg. Is it possible to correct my forms so that it automatically fits in all sizes of screen?
 
The reason it didn't fit his screen isn't really that his screen was smaller, but that he was using a different resolution (no doubt to make things look bigger because his screen was so small :) )

It's quite easy for you to code a resolution change so that any user has his resolution changed to match the one you designed for. But that will mean everything looks rather small to him.

It is possible to have your forms dynamically resize to match any given resolution. But I've found that to be tricky and awkward, and I don't do that any more.

Here in the UK you can pick up a 17' CRT monitor for almost nothing - why not just give him one?
 
It could have also been that the Windows theme was different on both computers which is found in the display properties->Appearance->Windows and buttons. I had that same problems and didn't figure it out until after i switched to the same stle monitor as my client.I was using windows xp style and the user was using windows classic style.
