Can you define what you mean by developer tools? There are several WEB sites that have sample code listings and databases that can be used by developers. There are code and sample database archives here.

But if you are referring to things like the run time version you need to purchase that.

The only free Developer tools for Access that I know of currently are; MZ-Tools.

Here

They have a set for VB6, and .Net also.
They are free and ask for donations, not a bad set really.
I am sure there are others. This is a great site, dig around I am sure you will find something.
As stated before, this will not give you the Microsoft Developer tools for generating a runtime version etc., but this tool has nifty add-ins.
