Error 429 when opening packaging wizard

I hope someone else has experienced this problem. I am ready to deploy my application. When I go to run the packaging wizard, it shows error 429: ActiveX component can't create object. I have looked at msdn, reinstalled MOD, downloaded every SP and patch I could find, but nothing has helped. I am running this on Win98, and using Office XP Developer. Can anyone please help me?

Thanks, but I already tried that solution, with no effect. Although, I did notice that "pdwizard.ocx" was not on my Office Developer CD anywhere. I downloaded and registered it, but still got the same error message.

Perhaps you have the wrong version.
Or maybe it's one of those errors that Win 98 is packed with.
