why does this message appear every time or every day when opening SQL server management studio

Because your public facing IP address keeps changing. Azure uses IP address whitelisting as a security measure.
It expects most corporate users to be on a fixed IP address. I pay for a fixed IP at home as I do a lot of Azure work so it would be a pain to constantly have to update it.

It's a very handy additional way of keeping unauthorised users out, if you implement it, and I wouldn't advise removing it.

Yes.

Whatever the source is if the IP isn't on the list, you're not coming in.

Up to you - Static at home is useful but also has some downsides for anonymity.

I don't think you can get a static IP from Azure. I think it has to be your ISP. The ISP provides the IP in the first place. Azure only accepts or rejects it based on what rule you have set in the Firewall.
