Field Formating: Query Results

If a query is being run that retrieves values such as 68.98, what would I do to convert that to a format like:

+000000000006898000

I need the format to contain 19 characters, the first one being a '+' and the last 5 characters should be the decimal place. Does anyone know how to achieve this?

(I am asking this for someone else, but I would like to know as well, as I could prolly use this in somethings I am doing...)

Within the query enter the following as a field

Format([YourNumberField]*10000,"+000000000000000000")
