Unless you can define a set of rules for the data, it is never going to work?

My rule was that the header has an item number of 0 and an interval id of "O", or so it appeared, so with that rule it updated 750 rows for the child records as you can see. Where the tem number was 0 and the interval ID not "O" it did not update?

It will work but in this case you need to first move the headers into the field. That can be done with an update query where column h = o. Then you can run the fill down.
