Form different size than in design view

I'm using Access 2007 (doesn't seem to happen in 03). When I have my form in design view, I'm trying to make it a small, 400 by 400 pixels form. When I open it up in the view view, Access adds a LOT of space to the left and the bottom of the form, even though nothing is there. What should I do? Thanks!
