I am creating 2015 Budget Form, so I want to see some fields from 2014 Budget in the same Form as a reference (real amounts). I tried it, but it does not work. I mean by the time I try to enter amoutns in the form, but I can not edit the field due to Relations.

Not enough details. You have not said what the problem is exactly. What are Real Amounts? What do you mean by Relations and can't edit field? We can't see what you are seeing.
