Having a person input data into a form with having access loaded onto there machine

I work for a large Insurance Company where Access is not part of the standard computer build. I have developed a database that tracks information about test scores. I'm looking for ways that people without access loaded on their machines can input their test scores.

I was thinking about a web-based form or was wondering if there is any other means to do this. I know this question is very open ended. I'm really looking for some ideas so any help would be greatly appreciated.
 
If you purchase the developers edition of Office you can create runtime versions of Access. Check eBay for older versions other than Office ODE Tools 2002. There are no licensing issues when using runtime versions of Access and a computer does not have to have any parts of Office installed to use an installed runtime version of access.

Search this forum for "runtime" for more how-to info. I have seen user posts about finding the runtime files on the internet but I can not verify if that works and if it is legal.
